It isn't.Technically 5, but only two of those parties ever win federal elections, and since there's multiple central/left parties and one Conservative, they often win seats with a minority of votes, even though they would be the last choice for a majority of voters. Part of Trudeau's campaign platform was electoral reform, and a lot of people are pissed he didn't follow through on that.
