I don’t understand this. IDK if I’m ignorant or naive or dense, but can someone kindly explain? Why do good cops, unions, and police depts want bad cops on the force? Isn’t it better for all involved to purge the bad apples? Same with the Catholic Church sex abuse scandal. Why do good priests, managerial clergy, and the Vatican want to protect priests who rape? Don’t you want them out? It makes no sense to me. If you get rid of the bad apples, you have a good police force (or clergy) and a good reputation. If you don’t, you have a bad police force and a bad reputation. Why do that when you don’t have to? I’m not understanding their endgame of keeping the bad apples.
