Not even just governments. I think it's pretty bad in government, but it's worse in private industries through charities. You can funnel your now tax deductible money to a family member or friend for "consultation" or work they need but don't want to spend money on. Then all the money that could have been spent on things like infrastructure is just a money game to save on taxes for one party. There's probably no way to fix it for government, at least without reworking all of it, but I think they could at least close tax loopholes with the US's 501(c)s or other countries' tax deductible loopholes.
