Choose a random-enough metric like street address number or last digit of your drivers license. On Monday's, test the 1's. On Tuesdays, test the 2's, etc. The key thing is to encourage testing of not just asymptomatic people, but also people who aren't even *worried* about having been in contact with someone positive. With limited resources wouldn’t a better alternative be testing via contact tracing versus randomized testing?
