If you have the ability to do so, you might want to consider putting some of the money you're saving by not buying your son designer clothes etc into a scholarship to help this goal. You probably wouldn't be able to afford to pay someone's full tuition off of that, but you could cover application fees, lunches, or provide general assistance. If you go to the school board arguing that you've got x amount of money you're willing to contribute to an outreach scholarship then it might give them incentive to start a more formal system.
